I get home only to find that every website is littered with shit like this http://www.youtube.com/watch?v=U1Cx16JoWnw and somehow this date relates to Cirno in a way I don't understand. I expect Brian would have told me sooner or later.

That video is old.
Anyways, it's a stupid fan thing because of this page in the pofv manual where Cirno is labeled as baka. That's why she's always represented as being stupid (and also referred to as ⑨) and why 9/9/9 is Cirno day.
